Previously called Double-click For Publishers (DFP), Google Ad Manager or GAM is an ad server for publishers. GAM integrates AdX, AdSense, and has a capability to host other networks and agencies.
Google AdX is integrated within GAM in a way that you cannot access it without GAM. As a publisher, you can use GAM to manage your inventory. However, if you want to boost monetization or handle your remnant inventory, you must use AdX as it provides you with a large pool of advertisers.

Apart from the apparent prerequisite, which is having a GAM account, below are the criteria for accessing Google AdX.
Your website or app:
- Must have a minimum of 5 million page views per month (if trying to get access directly from Google).
- Must not contain content related to religion, race, adult, tobacco, alcohol or any other offensive topic.
- Must have an updated ads.txt (for websites) or app-ads.txt file (for apps).
- Must not have altering site behavior that leads to unnecessary downloads or redirection to unwanted sites.
- Must have Google-supported languages.
- Must not trigger pop-under ads.
You might ask why the bar is set so high. Although Google doesn’t disclose the reasons for these criteria, we assume it wants to ensure that the apps and websites they host meet the standards for user experience, content, performance, etc., in order to preserve the brand name. Hence, the hype.
